Answer: According to article 231, They are speaking abut the associated Governments Affirm which was a very important topic they are speaking about the damage that occurred and how it effected Germany and their allied and associated. There was a consequence because of the war that affected many and caused much aggression.

      According to article 2 The government require and that the compensation for the damage that was done to the population. And to the people who were greatly affected by it this means that the government is trying to make up to their allied and associated powers and their property during those difficult times therefor they want their allied and associated to stay with them so to do so they try to make up. They are speaking about the period of the belligerency of each as an allied or associated power against Germany and their people.
