Hello! The answer to your question would be false. Although the inheritance distribution at Gilgal began with the tribe of Judah, it also began with the two tribes of Joseph (respectively known as Ephraim and the 1/2 tribe of Manasseh). So, Judah was not alone in that issue. Hope this helps!
