The states could accept or ignore the laws passed by Congress. There was also no way to regulate interstate trade, which was one of the causes of Shays’s Rebellion. Under the Articles, the central government had no powers. Because the Articles didn’t provide for a national court, many interstate disputes couldn’t be resolved. State governments couldn’t be taxed, so Congress was unable to repay debt from the American Revolution or settle national finances.
