the boat rates are 21 mph and 3 mph.
to find the speed you rate times time equals the distance.
so you do,

10 × r = 210
the speed equals 21mph

70 × r = 210
the speed equals 3mph

my guess is the boat is going 21 mph and the current is 3 mph
