During this time, America consisted of the original thirteen colonies and this country was known for demanding the protection of individual rights. Those rights included the right to property, life, and liberty. In order to protect those rights, the government the people were going to make “formed a perfect union, established justice, insure domestic tranquility, promote the general welfare, and secure the blessings of liberty,” (Clinton, pg 1). However, George Clinton, governor of New York, believed having one government for thirteen states was impossible due to the amount of citizens it had to protect.
